Answer: According to the "Notice of the Shandong Provincial People's Government on Printing and Distributing Several Policies to Support the High-quality Development of the Real Economy" (Document issued by Shandong Provincial Government [2018] No. 21).

Answer: In accordance with the spirit of the executive meeting of the municipal government affairs, the Municipal Bureau of Commerce and Investment Promotion learned from the experience and practices from Jining, Linyi, Weifang, Zibo and other four cities in attracting investment, and combined with the implementation of the spirit of the Document issued by Shandong Provincial Government [2018] No. 21, we drafted the draft for comments on the Measures, and the Deputy Secretary-General in charge organized a special meeting to solicit comments from relevant departments on September 7. From September 8th to October 8th, public opinion was solicited on the website of Liaocheng Economic Development Service Center. During the period, reports were made to the main leaders and leaders in charge of the municipal government. According to the requirements of the city leaders and the opinions of the departments, it has been revised many times, and the opinions of the county and city governments and relevant departments have been solicited again, and countersigned. Finally the "Measures" (draft) has been formed and submitted to the 26th municipal government executive meeting and the Standing Committee of the Municipal Party Committee on December 28 for study and deliberation.

Answer: "Referrer" refers to the first one (legal person and natural person of enterprises, social organizations, etc.) to introduce non-native investors to our city for investigation and plays a substantial role in promoting the project negotiation. According to the regulations, the incentive policy for investment promotion is not applicable to the state organs, institutions and their staff, the relevant personnel of state-owned enterprises and other project investment stakeholders managed by the state organs at all levels.

Answer: The project must be a new manufacturing project invested by a legal person or natural person outside the city and in line with the national industrial policy. The investment in fixed assets of the project must reach 100 million yuan or more, and the investment outside the city accounts for 50% or more. The total investment scale of projects invested by specialized new "small giant" enterprises, national manufacturing single champion and national high-tech enterprises must reach 10 million RMB or more. The project fund is non-financial direct investment.
